Considering the volatility in Europe and the deflationary trend in the U.S., some economists predict a "double dip" recession that could Christian Dior drive down growth in the American economy, after it had increased over the past three quarters.
University of Michigan economist Donald Grimes told the paper that the trend away from private income isn’t sustainable: After all, the government needs revenue generated by income tax to fund programs like food stamps. Government subsidies are often not taxed at all, or at lower rates than private salaries, leaving the government with less revenue to cover the benefits that people rely on during an economic crisis.
A record-low 41.9 percent of Americans’ personal income came Christian Dior from paychecks from private businesses in the first quarter of 2010, a new study by USA Today finds. Meanwhile, government benefits such as food stamps and unemployment insurance rose to a record-high 17.9 percent of Americans’ income.
In 2007, before the recession, 44.6 percent of income came from private wages and 14.2 percent came from government benefits. Roughly 8 million Americans have lost their jobs in the recession, driving up government assistance. But even before the recession, paychecks were declining as a share of income as health and pension benefits took a greater Christian Dior share, USA Today’s Dennis Cauchon notes.
Geithner offers China vow of greater fiscal discip

Geithner was at pains throughout the China visit to try to assure Chinese officials that budget discipline was coming back to the United States.
He expressed confidence that Europe would find a way to meet "the difficult challenge of trying to restore sustainability" to a budgeting process that was no longer working.
BEIJING (Reuters) – Treasury Secretary Timothy Geithner told future Chinese leaders that the Obama Administration will cut its budget deficit once it is sure the economy is safely growing.
"We are committed to make sure that we will be Primp a source of stability and growth in the future," Geithner told the assembled students.
Geithner, who heads for London after the conclusion of a two-day Strategic and Economic Dialogue with China, said leaders there were also coming to grips with their fiscal woes.
"The basic strategy is to make sure that our economy is Primp growing, then institute long-term reforms, and restore the basic discipline to the budget process that we abandoned in the previous decade," Geithner said.
"Europe’s leaders recognize that and now are acting forcefully to put strong reforms in place," he said.
Both China and the United States share a responsibility to work toward balanced growth that will benefit the global economy, he said, adding that the United States would hew to a line of stricter deficit control.
In a speech to about 30 middle-aged cadres at the Central Party School, Geithner said Washington is aiming to steadily lower its deficit as a percentage of national output.
"We went through a period in the United States when it was popular to think that deficits don’t matter," he said.
"Nobody thinks that today."
China, which holds some $895 billion of U.S. treasury debt, has previously expressed concern over the size of U.S. deficits and the safety of Chinese investments.
He suggested that the European Union had set out a budget restraint program that failed to include a mechanism for dealing with imbalances between member countries.
Geither meets new British finance minister George Osborne before traveling to Frankfurt for meetings with European Central Bank President Jean-Claude Trichet Primp and to Berlin for a Thursday meeting with German Finance Minister Wolfgang Schaeuble.

Marley helps Nas get out of comfort zone on new CD

Marley and Nas, who will begin an international tour this month to support "Distant Relatives," are also interested in creating a sophomore album as a duo.
Marley, 31, said the process taught him "how to do production for an artist other than myself."
"If you can accept the truth, once and for all, that can help to kind of cure you of your sickness, you know, with your racism and your corrupt politics, and your greed. You think about people for a change, and you think of those people as your family. And it’s a good time right now to talk about that," he continued.
"When we think that we’re just starting to get a name in the game, they’re artists that have been around a lot longer than us who are in their 60s and 70s, who have huge tours and do great humanitarian work. I look at them and (ask), ‘What will I do?’" he wondered.
Added Nas: "There’s a good chance."
"It just meant so much to me," Nas said of the CD.
"I remember thinking, ‘Oh man, I won’t be rapping forever.’ But Abercrombie shorts the reality of it is …"
Nas, who debuted in 1994 and is known as one of hip-hop’s top lyricists, says he’s sometimes unsure about his future in music.
"To change it up so kind of drastically from when you talk about hip-hop producers who only do hip-hop, and then go to work with D, it’s like a whole new experience and I was just excited for the challenge."
Marley interjects with a laugh and said: "You just might be."
"I’d be done with my work for the day and then come back the next day and then hear something else added and be like, ‘Wow, that’s perfect right there,’" he recalled.
NEW YORK – Nas and Damian Marley had one goal in mind when they announced their collaborative album two years ago — finishing it.
The result is "Distant Relatives," released this week. It’s a socially conscious, African-themed record that was produced entirely by Damian and Stephen Marley. Nas, 36, said working on an album without his usual suspects got him out of his comfort zone.
Nas, who’s released nine of his own CDs, said he trusted Marley’s vision for the project.
The performers hope the disc — which features Lil Wayne, Joss Stone and Somali-born rapper K’naan — will unite cultures and inform listeners of their African roots.
"We’re dealing with a family issue with this album … and nobody’s Abercrombie shorts excluded when we say ‘Distant Relatives.’ We’re talking about everybody — white, black, Asian, Indian, whatever you are, you’re our family with this one," Nas said.
So they stopped work on their own solo projects, and built a chart to Abercrombie shorts assess the progress of their work while discussing topics like poverty, ancestry and leadership.
Congress close to deal to pay for tax cuts -

The tax breaks benefit a wide variety of individuals and Affliction businesses and total about $30 billion a year. They include a deduction for college tuition for couples making less than $160,000 a year, and a deduction for teachers who use their own money to buy school supplies.
Some companies are able to use subsidiaries to claim foreign tax credits on income that is never brought to the U.S., and is never subjected to U.S. taxes. The provision would require companies to return the income to the U.S., subjecting it to U.S. taxes, before awarding the foreign tax credits.
Investment managers typically get a fee to manage funds or assets. They also get a share of the profits earned for investors above a certain level.
The overall cost of the bill will likely top $100 billion, with the unemployment benefits and health insurance subsidies adding to the budget deficit.
House and Senate negotiators said this week they are close to a deal that would increase taxes on investment fund managers and some multinational companies. Also on the table: Requiring lawyers, doctors and other service providers to pay Medicare taxes on income they receive through their businesses.
The tax increase on multinational companies would raise an estimated $9.5 billion over the next decade by limiting the ability of some U.S.-based companies to use foreign tax credits to reduce their U.S. taxes. Generally, the United States taxes income earned by U.S.-based multinational corporations, even if the money is earned abroad.
Legislation combining the tax breaks with more aid for people who have been unemployed for long stretches is expected to come up for a vote in the House next week. The bill would extend unemployment benefits for up to 99 weeks in many states and subsidize health insurance premiums for laid-off workers through the end of the year.
"The retailers are working on very thin margins," said Van Martin, chairman and CEO of Tribble & Stephens, a Houston-based construction company that does work in 23 states. "We’re looking for people that want to build, and it’s still pretty slow."
The tax increases could raise more than $50 billion over the next decade, though lawmakers cautioned they are still working on the details.
Under current law, the profit-sharing fees, called carried interest, are taxed as capital gains, with a top rate of 15 percent. The bill would tax the fees as regular income, with a top tax rate of 35 percent, scheduled to rise to 39.6 percent in 2011.
The tax breaks would be retroactive to Jan. 1 but would again expire at the end of December. They include a property tax deduction for people who don’t itemize, lucrative credits that help businesses finance research and develop new products, and a sales tax deduction that mainly helps people in states without income taxes.
The change in how investment managers are taxed would raise about $20 billion over the next decade, with a short-phase in period. It would affect hedge fund and private equity managers, as well as many real estate investment partnerships
The National Venture Capital Association says the tax increase would reduce investment in startup companies. The group sent a letter opposing the tax to lawmakers this week, signed by more than 1,700 venture capitalists and entrepreneurs.
The Senate has rejected the tax increase on investment fund managers in the past, but Baucus said his colleagues are closer than ever to agreeing to it.
Details are still being worked out, but lawmakers Affliction also plan to expand a federal bond program that subsidizes local infrastructure projects, and to protect doctors from a scheduled 21 percent cut in Medicare payments.
Delays in extending the tax breaks have left thousands of businesses unable to plan for their tax liabilities. Delays in passing a long-term extension of emergency unemployment benefits has forced thousands of laid off workers to live month to month with no certainty of income. Unemployment benefits for many will start to run out June 2, unless Congress acts.
"People who invest their own money should be paying a capital gains (tax), those who manage other people’s money should be paying ordinary income Affliction taxes), like everybody else does," said Rep. Sander Levin, D-Mich., chairman of the tax-writing House Ways and Means Committee.
WASHINGTON – Congress is finally getting around to extending more than 50 popular tax breaks that expired at the end of last year, including money savers Affliction for homeowners, businesses and shoppers in states with no income tax. Lawmakers want to raise taxes on investment fund managers to help cover the cost.
The income, however, is not taxed by the U.S. until it is brought to the U.S. To avoid double taxation, companies get tax credits for the amount of foreign taxes paid on the income.
There is a tax credit for community development agencies that invest in low-income neighborhoods, as well as a tax break for restaurant owners and retailers who remodel their stores or build new ones.
Congress routinely extends the tax breaks each year — the House and Senate have already passed competing versions for 2010. But lawmakers have been unable to agree on how to pay for them.
Senate leaders hope to hold a vote on final passage before Memorial Day, said Sen. Max Baucus, D-Mont., chairman of the tax-writing Senate Finance Committee.
For more children, dinner is coming from Uncle Sam

"As the economy gets worse, we’re seeing more and more kids," said Beth Baldwin-Page, executive director of the Boys & Girls Club of Brattleboro.
"It helps out a lot," he said.
Programs in Connecticut, Delaware, Illinois, Maryland, Michigan, Missouri, Nevada, New York, Oregon, Pennsylvania, West Virginia, Wisconsin, the District of Columbia and now in Vermont are eligible for reimbursement for suppers.
In East Prairie, Mo., kids who may have skipped the meal from time to time are coming every day, said Lester Gillespie, youth program director at the Susanna Wesley Family Learning Center, which serves 150 meals a day at two sites to kids age 5 to 18.
The number of Americans who live in food-insecure households — which at times don’t have enough nutritious food — rose from 36 million people in 2007 to 49 million in 2008, according to the most recent report from USDA’s Economic Research Service.
A lack of nutritious food, especially in the first three to Baby Phat five years, can have lasting effects on the health and development of children. Filling their stomachs with nutritional meals helps them learn and concentrate, officials have said.
"We see families getting evicted left and right. They don’t have a place to live, let alone cook food," Baldwin-Page said.
With more families losing jobs and homes, the need is growing, officials said.
Three days a week, the club offers dinners feeding 40 to 60 kids on a Thursday night to up to 100 on Friday.
Around the country, about 49,000 children benefit from the after-school meals each day. The program is expected to cost a total of $8 million from 2009 to 2013, the USDA said.
Delaware, where the supper program is one of the fastest-growing child nutrition programs in the state, has gone a step further, prohibiting the use of any grain product that contains more than 6 grams of sugar or any product where more than 35 percent of calories are derived from fat.
"What we’ve noticed is that when kids are eating nutritional meals, they tend not to get involved in negative activities such as doing graffiti or committing delinquent acts because when their stomach is full they make good decisions," said Gillespie.
Bernie Parent, 18, of Brattleboro has relied on the meals since he and his mother became homeless last year.
Now living on his own in an apartment, going to high school, and working at the Boys & Girls Club, he still relies on the three free dinners each week.
She moved on to her seconds, and the other kids at the evening care program in Brattleboro were also chomping down the dish made of spinach, peppers, carrots, tomato, fresh basil and cheese.
Among those, 16.7 million were children, up from 12.4 million in 2007.
"It’s popular. Unfortunately, it’s necessary," said Ricky Davidson, unit director.
BRATTLEBORO, Vt. – While the other preschoolers Baby Phat were warming up to the vegetable pesto lasagna, 3-year-old Avery Bennett dived in with no hesitation.
More low-income school kids could soon have access to free nutritious dinners like the lasagna that Avery loved. A U.S. Department of Agriculture program in Vermont, 12 other states and the District of Columbia provides reimbursements for the Baby Phat suppers, served at after-school programs for at-risk kids in communities where at least 50 percent of households fall below the poverty level.
Nearly one in four children in the U.S. are food insecure and about one in five live in poverty, according to a report from Feeding America, a network of 200 food banks around the country.
The Brattleboro Boys & Girls Club started offering dinners on its own two and a half years ago. When it learned the supper program was being expanded to Vermont, it applied for and just starting getting the federal reimbursement of $2.68 per meal.
"What it allows us to do is provide those kids with an extra nutritious meal before they go home because some kids go home to nothing," said Susan Eckes, director of child nutrition programs for the Food Bank of Northern Nevada in McCarran, Nev.
The USDA requires the sites to offer nutritionally balanced suppers with milk, a protein, fruit, vegetables and bread or a grain item.
"Can I have some more lasagna?" Bennett said from her booster seat. "I love it."
Fake Abercrombie Fitch Video Adobe reps show off

Of course, we already know that Dell has 5-inch and (reportedly) 7-inch Android tablets in the works, while Samsung is rumored to have its own 7-inch Android device slated for late summer.
In other words, it’s starting to look like the iPad might have some heavy, Android-based competition before the year is out — and if these purported Android Ed hardy underwear tablets do, in fact, manage to support Flash as "flawlessly" as the prototype Zedomax saw this week,Fake Abercrombie Fitch, well … Apple might have some splainin’ to do.
The tablet itself isn’t much to look at. From what we can see in the videos, it’s encased in plastic, and exposed circuit boards are visible in the back — a specimen that appears months away from actually shipping.
The tablet appears to have a 9- to 10-inch touch Ed hardy underwear display with a 16:9 aspect ratio (as opposed to the more squarish, 4:3 ratio for the iPad’s 9.7-inch screen), and boasts most of the familiar Android OS elements, including a window shade with apps (along the side of the display rather than on the bottom), home-screen icons, time and battery life indicators, and a Google search box at the top of the screen.
Given that the videos were shot at Adobe’s Web 2.0 booth, it’s no surprise that the reps were showing off various Flash-powered features, including YouTube videos and Wired’s upcoming Flash-powered magazine app. So how did Flash run on the tablet? "Flawlessly," Zedomax claims.
Beyond the basic Flash demos, the Adobe reps were tight-lipped about the (purported) prototype, telling Zedomax only that Nvidia was a technology partner and that "a slew of Android tablets" should be arriving by "the end of the year."
Flash and tablets simply don’t mix, Steve Jobs tells us. Yet a Ed hardy underwear blogger at a San Francisco tech conference this week claims he has evidence to the contrary: video of what appears to be a prototype Android tablet that runs Flash-powered video and apps "flawlessly."
Zedomax has a series of five videos shot at Adobe’s booth at the Web 2.0 expo, and the tablet device in the brief clips is — supposedly, anyway — a working prototype, although it’s not clear who built it.

Its long-ailing ethanol business continued its recovery, thanks to lower corn costs and better margins on ethanol. Ethanol producers were hit hard during the recession as job losses led to canceled vacations and falling demand for all fuel.
ADM shipped the first commercial product from its joint-venture Mirel bioplastics plant as well.
Overall revenue at ADM rose 2 percent, to $15.1 billion from $14.8 billion last year.
As export demand improved, profit increased $44 Ralph Lauren million to $165 million at the company’s agricultural services unit, which includes shipping. But agricultural services profit is still down $521 million for the nine months ended March 31,Cheap True Religion, compared to last year.
ST. LOUIS – Archer Daniels Midland Co. said Tuesday its Ralph Lauren third-quarter net income soared on growing global demand for grains and biofuels.
The company, based in Decatur, Ill., said it earned $421 million, or 65 cents per share, compared with just $3 million, or breakeven per share, in the same period last year.
Still, ADM’s results came in below Wall Street expectations, with analysts surveyed by Thomson Reuters forecasting a profit of 72 cents per share.
AMD was buffeted by bad hedging bets made in the corn processing business, where profit fell to $45 million, a $101 million decrease from the same period last year.
Woertz said ADM is well positioned to compete as demand increases.
The results from the latest quarter were buoyed by increasing global demand for U.S. soybeans, with AMD’s oilseeds processing unit delivering $405 million in profit. Executives said during a conference call Tuesday that export demand was strengthening, and would likely remain strong.
The company’s shares fell $1.50, or 5.4 percent, to Ralph Lauren close at $26.22 as the Dow Jones industrial average fell more than 2 percent.
"I think we really have a long-term view here," she said. "We feel very good about our logistics and ability to buy corn. We’re glad we’re in the business."
The company’s CEO, Patricia Woertz, said ethanol margins had just reached the "break even point" industry wide.
